[CWB] Observation on privileges and deleted corpora

In the course of deleting and reinstalling one of our corpora I noticed 
the following behaviour of cqpweb:

* When a corpus is deleted, the associated corpus privileges stay 
intact.

* When I install a new corpus under the old corpus handle, the 
privileges of the deleted corpus apply.

I find this behaviour notable and unexpected: My expectation were (a) 
when a corpus is deleted, the privileges are also deleted and (b) when I 
reinstall a corpus it gets a new corpus id and is not associated with 
the privileges of the older version. However, it saved me some time when 
I was fixing some minor corpus issues that required deletion and 
reinstallation: The privileges were just there and I hadn't to bother 
with them anew.
