[CWB] Stable CQP Tutorial URLs?

Hi Tino,

good point.  We can't make it perfectly stable, but I've changed latex2html to use section numbers as filenames, which are unlikely to change around.  Of course, the URLs are totally different now, so you will need to adjust all your URLs.

I've updated both tutorials (incl. PDFs) to the latest versions.  There seems to be some evil caching going on, so some pages might look outdated or partly broken for a while until sf.net is happy to serve the new files.
