[CWB] Manage text metadata from the command line

Just in case, and to clarify, I mean, the steps previous to this one:
php offline-freqlists.php lowercase_name_of_corpus
Otherwise:

So, the steps I'm asking how to do are... "setting up the text metadata
table"
By the way, I've just noticed the typo in the message: "metdata"  instead
of "metadata"
